External Communication Strategy of Public Service Company in Socializing Maintenance Works Plan (Descriptive Study to Pejompongan Manifold Pipe Maintenance Works that Dated on 23-25 September 2009 by PT PAM Lyonnaise Jaya)
In the era of global competition, consumers’ demands for product and service quality improvement are enhanced as their paradigm has become more critical. Therefore companies are often done the quality enhancement that related to the continuous maintenance to support their market increase and win the competition. One effort that is necessary and inevitable is the rehabilitation work. But sometimes that effort will cause new problem for company such as complaint that occurs when there is any interruption in revenue the service due to the rehabilitation. Therefore company has to communicate first before implement the rehabilitations to gather support from public to reduce number of complaints. Similarly, PT PAM Lyonnaise Jaya in planning to begin the rehabilitation work of manifold pipe at 23-25 September 2009 ago has been doing various communication acts in advance. Therefore, this study aims to describe PALYJA external communications strategy in socializing the work plan.
This study based on communications science like public relations, communication tactic and strategy, and also others supporting knowledge that needed to analyze PALYJA communication strategy. Researcher used descriptive qualitative method. The data collection techniques that used is the triangulation technique between documentation and interviews of competent resource persons from both internal and external. The analysis technique is qualitative with six stages of PR program planning approach. Based on the result of data analyzing, researcher found that PALYJA strategy was successfully done and appropriate to Six Stages of PR Program Planning and Proactive Communication Strategy and Tactics concepts, but PALYJA still met obstacles from the public characteristic part that not to often in consuming mass media, which was being used a lot of time by PALYJA in socializing that works.
