The use of electronic through an intermediary computer especially on social network sites on twitter, often causes a breach of a norm and ethics. Therefore the government has legalize the regulations in information technology and electronic transaction (act ITE) which is specially set about things should be prohibited. Things arranged in a deed which have been banned are spread these things include fabricated news, defamation electronic humiliation, and these are all subject to criminal penalties of a maximum six years imprisonment or a fine of one billion. The method used is a qualitative method by an analyzing data obtained from interviews, books, magazines and journals are both primary and secondary data sources. The research results obtained are the socialization of ACT ITE no real penalties on twitter users who have twitwar.
